R. Sam Hoover is a physician attorney, who has been practicing Health Law exclusively since graduating from Chicago’s Loyola University Law School in 1994. He grew up in California and Iowa, graduating magna cum laude with a Bachelor of Science degree from the University of Notre Dame and an M.D. from the University of Iowa. He was elected a member of AOA as a senior medical student. Sam received his MPH from the Harvard University School of Public Health in 1962, and then completed a residency and fellowship in Anesthesiology at the University of Minnesota.
After completing his residency and fellowship Sam entered private practice. He was instrumental in developing a Department of Anesthesiology at Lake Forest Hospital in Lake Forest, Illinois and later served as its chairperson. Lake Forest Hospital is now known as Northwestern Lake Forest Hospital. While on the medical staff at Lake Forest, for many years Sam was the chairperson of the Bylaws Committee in which capacity he was responsible for drafting and proposing amendments to the hospital’s medical staff bylaws. He worked his way through other committee assignments, including the Quality Assurance Committee and the Service Committee. He was eventually elected President of the Medical Staff and chairperson of the Medical Executive Committee. During the six years before he began law school he was on the Lake Forest Hospital Board of Directors, serving as a member of the Board’s Executive and Nominating Committees.
After graduating from Loyola, Sam has concentrated on Health Law. He has represented numerous physicians in business, transactional, corporate, professional, contractual and administrative matters including civil and administrative litigation. He has represented patients in areas related to health care law, including end of life decision making, contested guardianships, insurance coverage and complex health care litigation. He frequently consults with other attorneys on Health Law issues. He has mediated contract and personal injury disputes as a mediator in Cook and Lake Counties and has appeared before the Illinois appellate court. He is a member of the Federal Trial and U.S. Supreme Court Bars. Sam has been a member of the Health Law Committees of the Chicago Bar Association and the Illinois State Bar Association. He is currently a member of the Civil Trial and Appeals Committee of the Lake County Bar Association. Although he lives in Illinois, he is also licensed in the District of Columbia and has clients in other states.
Sam has made presentations to medical staff groups at hospitals in the Chicago land area, including residents at Northwestern University Medical School. He recently authored an article in Annals of Health Law, by invitation, concerning his experiences as a physician making the transition from medicine to the full time practice of Health Law. While practicing medicine, he authored articles concerning medical administration and the construction of intensive care units.
Sam is interested in representing physicians and other providers in Medicare/Medicaid audits and recoupment actions, contract litigation, hospital privilege disputes, medical disciplinary board hearings, medical license defense, covenants not to compete, employment law, fraud and abuse defense, disruptive physician defense, whistle blower cases, anti-kickback cases and Stark Law issues.
